Feds to Issue IDs to Restrict Volunteeers at Disaster Sites!?

Figures California would be the first to sign up for more regulatory activities. Communists love to tell people what they can or can't do. If a well-intentioned volunteer gets hurt because of his/her own stupidity that's just too bad. They shouldn't be allowed to sue anybody, and therefore there would be no liability and no need for such an id. We have become a nation of *******. (see what I mean? Yahoo communists: little kittens is not a bad word!)
