Why was President John. F. Kennedy chosen?

Now, I'm not against him or anything, i wasn't even alive, so please no critical messages. I know he's important to American history, but could someone help me with a project... because i need to know why JFK got a memorial [of the Eternal Flame] at Arlington National Cemetery, and not some other important president.
